Basis of certification
- Ordinance to promote Gwanjgu-type jobs in Gwangju City
Reasons for implementation
- Necessity to establish the foundation to create jobs based on labor and management win-win cooperation through a great social compromise
(one of 100 government projects), and to promote interest and participation in the Gwangju job project
- Necessity to implement a certification system by discovering model companies that apply the Gwangju job project for the discovery and expansion of such company cases
Certification System
- Upon a company’s request, the certification is given to a company that gets a certain score or higher in an evaluation using the Gwangju-type job index.

Better relationships between prime and subcontractors
- “Adequate wages” refers to wages agreed between labor and management, in such criteria as wage level and wage system, while respecting the principle of fair wages guaranteed by the constitution
- “Adequate work hours” refers to work hours that apply shortened work hours and on-time arrival and leaving work through labor and management agreement, with its basis on Article 50 of the Labor Standards Act
- “Labor and management responsible administration” refers to policies (e.g., system of board-level employee representation) that secure transparency of corporate management and realize responsible management, in accordance with the labor and management agreement
- “Better relationships between prime and subcontractors” refers to efforts to change an unfair and unequal relationship between prime and subcontractors to a reasonable one to realize a fair industrial order
